Bell pepper soup for the aspiring chef's soul

Greetings all! You know the greatest thing about cooking is the spontaneity factor. I'm the queen of planning all my recipes very meticulously but occasionally, when I'm not quite in the mood for whatever meal I have planned for that night, I pull a Top Chef and try to create something completely new off the top of my head in a matter of minutes. Last night I had a soup and sandwich craving so I ditched the Kung Pao I had intended on making and instead invented the following recipe.


Bell Pepper Bisque (with or without Tortellini)*
